AbstractThis report of the Task Force on Jobs, Growth, and Competitiveness of the National Governors' Association is intended to serve as a blueprint for revitalizing the U.S. economy and creating new economic opportunity. The report presents a number of policy options for states to adapt to their own needs. Recommendations are based on the following goals: American productivity must be increased; the federal budget deficit must be reduced; equitable trade relationships must be established; and economic disparities across states and regions must be minimized so that all Americans can share in the new economy. To achieve these goals, a four-part plan or blueprint for economic opportunity is recommended: (1) develop productive workers; (2) create efficient workplaces; (3) support responsive communities; and (4) implement the federal action agenda. Within each of the four area, specific recommendations for state action are made, involving education for a technology-based economy, cooperation between education and business, economic and policy changes to facilitate the growth of American business, and changes in the federal-state partnership.
