Abstract	This conference report concerns one of the major issues in American higher education--the broadening of educational opportunities for the many adults who find it impractical or impossible to continue their education in the more conventional manner. The goal of the conference was to provide educators with information useful to the design of effective learning experiences for this segment of the population. General session topics described the broad field of open learning and defined the specific issues in technology-based open learning systems. Special sessions looked at the broad topic of open learning systems in higher education from the frame of reference established in conventional campus or institutional settings. Case study demonstrations exemplified how issues were recognized and resolved in various types of operational settings. Following each case study, speakers drew from the demonstration the key issues recognized and those that appeared to remain unresolved in that specific operational setting. Concurrent sessions provided detailed briefing information on the Nebraska-based State University of Nebraska program. Sessions on special topics communicated a broader range of information that may not have been categorized in the specific issues identified. Conference papers were selected from those submitted for consideration focusing on the issues of technology-based open learning systems. (MJM)
