Abstract | Technological revolution, knowledge explosion, and population expansion are necessitating a new role definition for State education agencies. This new role should be tailored through an alliance between the State agency and citizens and institutions with interests in education. Such an alliance should ensure that the structure of the State education agency provide creative leadership and assist the development of a planning mechanism to insure that final decisions of the agency are both defensible by and reflective of the needs and wishes of the people. The State agency, in conjunction with citizens, must (1) seek to improve learning environments, opportunities, and procedures; (2) strengthen the organization, operation, and support of education; (3) facilitate research, development, demonstration, and dissemination; and (4) encourage adequate evaluation of education for a changing society.
