AbstractThe purpose of this research activity was to investigate contemporary understandings of the connections between learning and work. This initial work was then used to inform the development of an organisational tool that registered training organisations (RTOs) could use to identify organisational practices likely to lead to greater learning at work. The two specific goals of the research were to: (1) survey the contemporary literature that focused on the issue of learning at work in order to identify the factors that lead to greater learning at work; and (2) construct and trial an organisational tool that could be used to evaluate the extent to which registered training organisations exhibit these factors in their organisational practices. This document aims to describe the logic and approach taken by the researchers in developing the "Provider Learning Environment Scale" as well as provide a copy of the final scale (appendix 1). Two support documents report on the authors' survey of the relevant literature (ED503391), and provide a guide to users of the final scale (ED503390). (Contains 7 tables and 3 figures.)
