Abstract | The Foundation Learning Tier (FLT) Progression Pathways will be implemented in 2009/10 and fully rolled out in 2010. The FLT has come a long way, and whilst it's acknowledged that it is still a work in hand, there are a number of unresolved and pressing issues which are especially relevant to learners with learning difficulties and/or disabilities. This article examines the issues which have emerged from a series of seminars organised by National Institute of Adult Continuing Education (NIACE), and reflects the concerns that providers have as they begin to plan for their 2009 curriculum offer and for a staff development programme to ensure that tutors, curriculum managers and advice workers are conversant with the requirements of the Qualifications and Credit Framework and of the construction of the Progression Pathways.
