Abstract | This article features the life and accomplishments of Stuart Appleton Courtis. As a teacher, a developer of tests in a variety of subjects, a member of several school surveys, a student of educational measurement, and a director of a bureau of educational research, Courtis participated in the twentieth-century transformation of public education. Courtis' first significant work--the publication of his arithmetic test in 1909, his positions, and his publications demonstrate that he was devoted to the development and practice of educational measurement and the construction of tests. He believed education could be improved through testing. During the course of his career, he dramatically changed his beliefs about educational measurement, criticized the educational measurement movement but did not abandon his fundamental belief in the utility of measurement.
