AbstractThis article focuses on the assessment system at Western Governors University from the perspective of candidate assessment and performance and on the way in which this system is presented to the Board of Examiners of the National Council for Accreditation of Teacher Education (NCATE). Central to a successful review by the NCATE Board of Examiners is verification that a university has an assessment system that collects and analyzes data that measure all areas of the institution's performance: applicant qualifications, candidate and graduate performance, and unit operations that improve units and their academic programs. The Western Governors University Teachers College (WGU-TC) uses a comprehensive assessment system to determine whether the candidates are competent. WGU-TC's assessment system was based on professional and state standards and it is intricately linked with the conceptual framework presented to NCATE as a part of the accreditation application, providing evidence of student mastery of the proficiencies and dispositions defined in the framework. The system includes a comprehensive and integrated set of evaluation measures that is used to monitor candidate performance and to manage and improve operations and programs.
