Abstract	The role of accreditation in the United States is facing increased scrutiny, due in part to the impending renewal of the Higher Education Act and to the report of the U.S. Secretary of Education's Commission on the Future of Higher Education. The report claims that a "transformation of accreditation" toward an exclusively outcomes-focused system is necessary. This notion follows historical trends, which illustrate that the periodic renewals of the Higher Education Act of 1965 have led to changes in the processes and requirements of accreditation. To date, differences in the emphasis on outcomes in the accreditation standards of specialized accreditors in licensed disciplines versus nonlicensed disciplines have not been examined. To address this gap in the current literature, the authors undertook a study based on the hypothesis that specialized accreditation bodies place a significant emphasis on specific learning outcomes, evidenced by their published accreditation standards. In addition, they hypothesized that licensed disciplines have a stronger emphasis--more explicit standards--on student learning outcomes than nonlicensed disciplines. (ERIC).
