AbstractUpward Bound is a federally funded program designed to prepare economically and educationally disadvantaged high school students for postsecondary education. Each year, approximately thirty-three thousand students are served by the more than four hundred Upward Bound programs. Several studies have documented the success of Upward Bound programs in terms of student achievement, high school graduation rates, and college entrance rates. Though the success of Upward Bound is well documented, less is known about the factors responsible for this success. All too often investigations into the success of programs such as Upward Bound are limited to examination of services, use of resources, and organizational structure of the program. As a result, the nature and influence of the program climate and the relationship between cultural variables and program effectiveness are overlooked or unrecognized. This article focuses on the aspects of an evaluation that sought to examine the perceived influence on program effectiveness of the cultural and economic similarity of the staff and the program participants.
