Abstract | This article presents the findings from the application of a school-level expenditure framework (see Odden et al., 2003) to 11 elementary schools in 4 states. This detailed expenditure model assigns resources according to the various educational strategies deployed in the school. Nine of the 11 schools studied have implemented one of the following comprehensive strategies to improve instruction: Success for All, Accelerated Schools Project, or America's Choice. The study reports the differences in implementation of the school improvement designs and the models' proposed resource allocation as well as student achievement scores to indicate the extent to which scores improved. The authors emphasize the variation in per-pupil spending and allocation of resources across schools in the sample, some of which are in the same district. This finding accentuates the need for school-level analysis of resource-use data. (Contains 5 figures, 8 tables and 5 footnotes.) (Author). |
