Abstract	The training of the future schoolteacher in institutions of higher learning lags behind the needs of the rapidly changing practices of the instruction and upbringing of school students under the conditions of the modernization of education in this country. This is due, in particular, to the lack of fundamental research, as a result of which most of the problems that have to do with the professional training of schoolteachers are not being dealt with by scientists, supervisors, and instructors in institutions of higher learning but by representatives of the bureaucratic apparatus. This is true in particular of the need to map out the aims and content of pedagogical education. Unfortunately, these shortcomings are still in place in the second generation of the State Standards of Higher Pedagogical Education. While the authors of that document proclaim the individually oriented approach to the training of school-teachers, they have totally ignored the professional educational requirements, needs, and abilities of the students who are going to be future teachers.
