AbstractThe past few years have seen efforts in several countries and a wide range of disciplines to adopt and apply existing professional standards for guiding and judging evaluation services and/or develop new standards. Some of the efforts have drawn from the work and products of the North American Joint Committee on Standards for Educational Evaluation. While the Joint Committee developed its standards for use in evaluating educational endeavors in the U.S. and Canada, the Standards have attracted attention from a wide range of groups beyond North America and beyond the discipline of education. Projects in Germany and some other countries to adopt/adapt the Joint Committee's (1994) Program Evaluation Standards have sometimes generated debate and controversy or just a need for additional information. Some critics correctly have raised questions about the appropriateness of transferring standards from the place where they were developed to other cultures. Also, some persons and groups--both in and outside North America--have sought clarification on the appropriateness of applying the Joint Committee's Standards to evaluations outside education. Among the groups that have discussed the transportability of the Joint Committee Standards are those belonging to evaluation associations in Europe, Africa, South America, and Asia, plus U.S. evaluators in social welfare, community development, housing, technology, business, industry, public policy, philanthropy, and the U.S. military. This note is intended to provide the wide range of persons engaged in or considering adapting, applying, or examining the Joint Committee's Standards with accurate information about those Standards' purposes, development, and applications.
