Abstract | This historical case study of the Scottsdale School District (Arizona) examined the degree to which school governance was democratic, based on the dissatisfaction theory of democracy. Turning point election indicators were traced for 1896 to 1986, highlighting the 1956-86 period. Suggestions are given for using the dissatisfaction theory more effectively. Includes nine references.
