The focus of this study were superintendents in a rural, Western state. The response rate of the study was 63%. The results of this quantitative study were (a) superintendents talk over 74% of the time to accomplish the work of the superintendency, and (b) when engaging internal and external stakeholders, superintendents preferred working with internal groups versus external ones.
