Abstract | This study examined the nature of bureaucracy in Higher Education Institutions (HEIs), and the need for strategic management considering the propelling forces of academic revolution meaning that HEIs must perform better with fewer resources and provide innovative solutions. Three research questions guided this study which followed a cross-sectional survey design and was based on interview to collect qualitative data. Findings reveal that bureaucracy is failing because the decision-making structure is characterized by hierarchies, centralization, routine work processes and traditional consistency which cannot be used to face modern day challenges. It was recommended that an adoption of a synergetic approach of strategic management and continuous quality improvement would put the HEIs in a vantage position to face challenges and compete nationally and internationally.
