Abstract | Vigorous arguments may be expected between board negotiators and teacher representatives on the negotiability of a given issue. Board negotiators are wise to recognize that as these arguments take place they are, in effect, negotiating the issue and that establishing the appropriateness of a topic for negotiations is the first step toward winning concession.
