Abstract | This study critically analyzes Utah's in-state resident tuition policy colloquially known as H.B. 144, which grants resident tuition rates to qualifying undocumented college students. This dissertation explores the creation of H.B. 144 and the implementation and administration of the policy. The findings provide key information for administrators and policymakers to better serve undocumented college students. One of the key purposes of conducting the study was to provide guiding recommendations to the Utah System of Higher Education (USHE) for policy and process improvement. The findings are laid out in four key categories. First, I address the purpose of H.B. 144 and how practitioners interpreted the policy intent. Second, I explore H.B. 144 student completion outcomes and share the findings with practitioners. I incorporate the outcomes research into the qualitative interviews with student services practitioners. Third, I share various areas in which the H.B. 144 policy could be improved based on the practitioner interviews. Finally, I address several administrative process concerns that need improvement.
