AbstractThe goal of this quantitative study is to determine if there is a significant difference in the reading proficiency rates for students with disabilities in districts utilizing the State Systemic Improvement Plan (SSIP) as evident by the scores from the English Language Arts portion of the Mississippi Academic Assessment Program (MAAP). This study is related to one conducted by Folsom et al. (2017), which sought to determine if teacher knowledge of literacy skills and literacy instruction had changed through the implementation of early literacy professional development. There is concern that students with disabilities lack reading instruction that meets their needs and that students with disabilities make less progress in reading than students without disabilities. Billions of dollars have been provided to states to improve outcomes for students with disabilities (U. S. Department of Education, 2018). Because of the money and time spent on supporting participating districts, there is a need to determine if the supports provided were effective in improving literacy proficiency rates for students with disabilities. Elementary school students' assessment data was analyzed by the researcher using a oneway ANOVA (Welch's) to test for significant differences between groups. Data from a demographic survey were collected and analyzed by the researcher using a Linear Regression to determine if the reading proficiency rates on the grade three MAAP English Language Arts assessment increased based on the support of the SSIP. The results indicated there was a significant effect of the SSIP on the proficiency rates on the MAAP assessment for students with disabilities.
