Abstract | The purpose of this report is to provide a baseline assessment of higher education funding in Virginia with a focus on education and general support (E&G), which accounts for approximately 54% of all funding for higher education -- about $5.3 billion in funds annually. It includes a general overview of funding for Virginia public higher education with detailed analysis of E&G revenues and expenditures, and national comparisons. The State Council of Higher Education for Virginia's (SCHEV's) annual Tuition and Fee report also provides more detailed information on the types of charges related to tuition and fees, while this report focuses more on the revenues and costs associated with delivering instruction. Understanding the funding of and costs related to higher education is an important aspect of determining future costs and potential areas of operational efficiencies. This can help with predictably planning for future funding needs from the state and the potential impacts on tuition and fees for students.
