Abstract | Strategic planning and performance management are not new concepts; however, education agencies and other nonprofit organizations have struggled to embrace and use the concepts, especially in unison. The strategic performance management (SPM) process provides a mechanism to bring performance management to state education agencies (SEAs), local education agencies (LEAs), and even schools, individually or through a network (see Layland & Redding, 2017). The experience of the Building State Capacity and Productivity (BSCP) Center and its partner Regional Comprehensive Centers over the past four years has laid a strong foundation to advance SPM for education agencies. This report starts with a summary of the BSCP Center's work with SEAs, districts, and schools. The authors then share successes and lessons learned, and close with suggestions on the future of SPM.
