Abstract	Since 2001, information technology (IT) leadership has had to contend with a host of new federal and local regulatory mandates. The purpose of this quantitative study was to identify and assess the possible inefficiencies associated with efforts to comply with recent legislative IT mandates and to model the impact of these mandates on the relationship between information technology flexibility (ITF), strategic alignment (SA), and information technology effectiveness (ITE). The problem addressed in this study was the decreased firm value caused by legislative compliance. The focus of this study was the costs incurred due to efforts to comply with legislation mandates and the impact of compliance upon the relationship between ITF, SA, and ITE. A nonexperimental quantitative analytic research method was employed to assess that impact. Prior research provided a conceptual framework for this study that included using a 7-point Likert-type scale of ordinal values as the survey instrument. The focus of the research questions and hypotheses was the factors that influence compliance with legislative mandates imposed upon IT leadership that affect the value of IT staff. SurveyMonkey was used to collect data from participants with IT managerial and nonmanagerial experience who work for for-profit firms subject to United States legislation. Although the results did indicate that significant positive relationships existed between ITF, ITE, and SA, legislative compliance did not moderate these relationships. The p values were ITF (p < 0.001), legislative compliance ( p = 0.002), and strategic alignment (p < 0.001) were both related to ITE, and ITF was related to strategic alignment ( p < 0.001). Participant responses indicated that legislation compliance has an influence on the value of an IT department to the business, and additional research is recommended to understand how IT leadership can use this information to provide value to the business. Furthermore, IT leadership must adopt standard methods to govern IT processes pertaining to ITF, ITE, and SA interrelationships and methods to measure the influence legislation compliance has upon an IT department's value to the firm. This research may facilitate additional cost effective responses to increasingly complex regulatory requirements.
