Abstract | This publication is part of an Association of Governing Boards of Universities and Colleges (AGB) series devoted to strengthening the role of key standing committees of governing boards. While there is no optimum committee system for institutions of higher education, certain principles, practices, and procedures prevail. The best practices outlined support the objectives of board committees: (1) focused effort; (2) informed decision making; and (3) self-management. The facilities committee is responsible for providing guidance, oversight, and, when appropriate, specialized expertise to the institutional administration in the following areas: (1) Long-range physical planning; (2) Capital renewal; (3) Capital projects; (4) Facilities-related policies and procedures; and (5) Operations and maintenance. By working with the administration, educating itself about institutional needs, offering considered counsel to the facilities management staff, and maintaining the boundaries between oversight and management, an effective facilities committee has the power to effect tangible, visible, valuable change at its institution. By collaborating with other committees, as well as campus constituents, the facilities committee can have a direct and long lasting impact on the look, feel, and identity of the institution.
