AbstractQuality assurance for higher education in Europe has developed significantly since 2002, and has increasingly influenced, and been influenced by, the Bologna Process. A major step in the Bologna Process was taken at the ministerial meeting in Bergen in May 2005, with the adoption of the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) and of the Framework for Qualifications of the European Higher Education Area (FQEHEA). The ESG were developed to meet the need for a common understanding of quality assurance in European higher education. The FQEHEA was developed to meet the need for a common understanding of the generic learning outcomes that signified completion of each of the three cycles of higher education. Both documents have encouraged change and are having a growing impact on quality assurance procedures. The present report updates the findings of the first ENQA (European Association for Quality Assurance in Higher Education) survey on Quality Procedures in European Higher Education, undertaken by the Danish Evaluation Institute (EVA) in 2002, and considers the main developments that have taken place since then. In addition, the survey looks at agencies' views on their compliance with Part 3 of the ESG; their attitudes towards the European Quality Assurance Register for Higher Education (EQAR); and their external review plans. The results of this survey offer a valuable insight into quality assurance procedures across Europe, and it is hoped that this survey will contribute to further future discussions between agencies.
