Abstract	Public schools in America carry the enormous responsibility of educating students to reach their full potential and become productive citizens. Our democracy, culture, and way of life depend on an educated population to sustain the freedoms and liberties that we've come to enjoy in the United States of America. To continue this trajectory, public schools face a significant challenge as our children are more diverse, impoverished, and disabled than ever before. Several federal laws have provided opportunities for more children to attend public schools over the past 100 years but they have also increased the complexity of educating a broader range of students. Nonetheless, educators continue to find ways to meet these challenges by relying on improved teaching practices; computer assisted technology, and advanced strategies for the disabled. Recent declining budgets have forced districts to look carefully at their investments and create innovative ways to fund low-cost, high-yield strategies that improve outcomes for all students. Charlotte-Mecklenburg Schools (CMS) created one such strategy, the Strategic Staffing Initiative (SSI). The SSI initiative was found to be a promising approach to turn around the lowest-performing schools in CMS but far from perfect. CMS wants to improve outcomes in all SSI schools and selecting the right principal is imperative. The SSI relies on the selection and placement of a principal who is capable of rapid improvements in the selected school. This study was designed to examine (a) which core Vanderbilt Educational (VAL-ED) principal competencies are most closely aligned to academic growth on the North Carolina state tests for CMS principals and (b) if the VAL-ED instrument could be used to better predict which principals would be successful for the SSI. The analyses conducted included both bivariate and multivariate correlations as well as a regression. The study determined that there was very little relationship between the VAL-ED survey constructs and student growth. Therefore, the VAL-ED survey data could be included as one piece of evidence to assist CMS leaders in the principal selection process but could not stand alone as an objective source of evidence to predict success for a SSI principal.
