Abstract | This document reports on the background, purpose and proceedings of a policy forum entitled, "High Quality Inclusion Opportunities for Preschool-Age Children with Disabilities," held on December 13-15, 2004. Project Forum at the National Association of State Directors of Special Education (NASDSE) convened this policy forum as part of its cooperative agreement with the U.S. Department of Education's Office of Special Education Programs (OSEP). The purposes of this policy forum were to (1) continue the dialogue among stakeholders about increasing high quality inclusion opportunities for preschool-age children with disabilities and (2) generate options for resources and strategies that will promote high quality inclusion opportunities. Objectives of the meeting were to: (1) create and strengthen the linkages among federal, state and local policymakers, national organizations, researchers and practitioners--linkages that are necessary to increase inclusion opportunities; (2) review the available research on the practices and policies that facilitate inclusion opportunities; (3) raise awareness among stakeholders about activities at the national, state and local levels that promote inclusion opportunities; (4) describe the policy, practice and research barriers to inclusion opportunities; and (5) generate suggestions for the next steps at the national, state and local levels to promote inclusion opportunities.
