Abstract | Nationwide, students in the middle grades and high school are failing to develop the reading and writing skills they need in order to meet higher academic standards. This report discusses the urgency of the problem and recommends that each Southern Regional Education Board (SREB) state develop a comprehensive set of policies that establishes improvement in reading as the most immediate critical priority for public middle grades and high schools; and that each state's K-12 education agency should develop a detailed plan to work with school districts to help them implement the adopted policies, and monitor progress. The report includes messages from Virginia Governor Timothy M. Kaine, the SREB Board chair for the SREB Committee to Improve Reading and Writing in Middle and High Schools, and SREB President Dave Spence; and status reports on recent state actions on the issue. A committee member list is appended.
