Abstract | The purpose of the Community Learning and Information Center (CLIC) project was "to accelerate economic, social and political growth by providing residents in twelve underserved Malian communities with access to easily accessible development information and affordable access to information and communication technology (ICT), high-value training and locally appropriate content." A CLIC is a telecenter, a public access point where the community can come to access information and communication technologies for a fee. It is more than a cybercafe in the sense that (1) it provides a range of services that cybercafes do not provide, such as training and customer support; and (2) it is community-driven and it has a clear development mandate to serve the community's information and communication needs. This report describes the 13 CLICs that Academy for Educational Development (AED)/dot-ORG established across Mali. It highlights the results and lessons learned from a 29-month project (May 1, 2003 to September 30, 2005) that tested a range of organizational settings to identify viable public access models that could be expanded to the 703 communes. Contents contain: (1) Project Background (Project Objectives; Funding, Partners, Roles and Responsibilities; and Timeline); (2) Results & Impacts (Sustainability; Analysis of Services Provided by the CLICs; Gender; and Impacts); and (3) Concluding Thoughts. Appended are: (A) Selected CLIC Profiles; (B) CLIC Client Profiles; (C) Contents Available at the CLICs; (D) Training Materials; (E) Energy Solutions for ICT Projects; (F) Photo Gallery; and (G) Map of Mali / CLIC Locations.
