Abstract | As defined by the U.S. Agency for International Development, food security is attained "when all people at all times have both physical and economic access to sufficient food to meet their dietary needs for a productive and healthy life." In this guide, Food for Education (FFE) is defined as a program using food as a resource to improve educational outcomes. FFE programs are designed and implemented as part of a larger effort to improve educational quality. They combine food with other educational resources to enhance educational outcomes through integrated programming. In the short term, the link between FFE and food security is through the impact that FFE programs have on increasing the participation and progress of children in school. In the long run, the link is through the contribution that FFE makes to household conditions thanks to improved education. The publication is divided into four parts containing four chapters and two appendices. Chapter two presents the conceptual model underlying Food for Education programs and their links to food security; objectives commonly associated with Title II FFE programs are introduced and briefly discussed. Chapter three presents the indicators derived from this conceptual framework; for each indicator, precise specifications on wording, calculation, data needs and sources, and issues related to interpretation are provided.
