AbstractA collaborative publication between Harvard Family Research Project and The Finance Project, this brief offers guidance in documenting progress and demonstrating results in local out-of-school-time programs. Following introductory remarks providing a rationale for program evaluation, discussing principles of program evaluation, and clarifying key evaluation concepts, the brief is organized in four parts. Part 1 of the brief examines eight questions essential to address during the planning phase of evaluation related to the program's stage of development, the program's mission, information expected by funders, the target population, what the program currently knows, what the program wants to know, the needed resources, and identifying who will conduct the evaluation. Part 2 describes how to develop a logic model to assist programs in defining their goals and identifying the focus of the evaluation. Outcome area measures and data sources are identified, and the use of logic models for evaluation and learning is discussed. Part 3 presents a 5-tiered approach to selecting an evaluation starting point. Part 4 offers practical advice on writing reports that will have maximum utility to stakeholders. The brief notes that individual program site leaders need to identify the evaluation approach best suited to the program's level of development, the needs of program participants and the community, and sponsor expectations. A final set of questions is provided as a "litmus test" prior to implementing the program evaluation. The brief concludes with a list of out-of-school-time evaluation resources available through the Harvard Family Research Project and The Finance Project and a list of six additional resources. Two appendices explain evaluation terminology and describe various data collection methods used in program evaluation. (KB)
