| Abstract | This brief document analyzes the goals and indicators provided by states as part of the second round of state Biennial Performance Reports (BPRs) covering the academic years 1999-2000 and 2000-2001 as required by the 1997 amendments to the Individuals with Disabilities Education Act. Review of state (or other federal jurisdiction) BPRs examined: (1) total number of goals; (2) total number of indicators; (3) content areas addressed by goals and indicators; and (4) number and content of goals and indicators that were the same for students both with and without disabilities. An overview of state goals and indicators found a large range in the numbers of both goals and indicators as well as differing understandings of the terms "goal" and "indicator." Out of a total of 223 goals 102 were the same for both students with and without disabilities. Evaluation of the required content areas of assessment, dropouts, and graduation found 55 (of 59) states or other jurisdictions reported at least one goal or indicator relating to each of the three required content areas. Other content areas addressed by some state BPRs included suspension and expulsion, secondary transition, disproportionality, least restrictive environment, personnel, parent involvement, monitoring and compliance, and due process and mediation.
