Abstract | This paper presents proceedings of a 2000 conference on the disproportionate number of African American children in out-of-home placements. The objectives of the lecture and issues forum were to provide a forum where people concerned with the welfare of African American children and families in Minnesota could discuss concerns; to promote meaningful dialogue and cooperative problem solving regarding the status of African American children in the welfare system; and to explore issues and strategies that address child wellbeing and safety and safeguard communities of color. Papers include: "History and Significance" (Glenda Dewberry Rooney); "Where Does it Begin?" (Thomas Morton); and responses from the field (Peggye Mezile, African American Family Services; Nancy Rodenborg, Augsburg College; Ted Thompson, Licensed Practitioner; and David Thompson, Minnesota Department of Human Services).
