| Abstract | This report examines the first-year finances of Massachusetts' first 15 charter schools. Analysis of the financial statements of these schools offers insights into how their boards of trustees allocated funds as they tried to meet academic goals and survive as new organizations. Revenue and expenditure patterns were compared with national district norms. The report builds on a prior study that examined the capacity of the different types of charter applicants and the factors that limited their ability to operate an independent public school. The present report looks at the same 15 schools but focuses on the financial issues associated with the challenges of finding appropriate sources of technical assistance, facilities, and startup financing. The data reveal that most schools relied heavily on state funding (89 percent on average). Few of the schools received government grants, and about one-third of them were able to raise sizable private contributions. The findings suggest that charter-school founders should pattern their budgets after independent schools rather than traditional public schools. Like private schools, charter schools are enrollment-driven and so should avoid becoming overreliant on unpredictable per-pupil expenditures. When compared with national norms, the charter schools' expenditure patterns were on par with national district averages. (Contains 36 references.) (RJM) |
