AbstractThe Adoption and Safe Families Act (ASFA) of 1997 was intended to increase the safety of children, promote adoption and other permanency options for children, and support fragile families. Although elements of ASFA were viewed as positive, child welfare administrators, practitioners, and researchers expressed concern that ASFA implementation could disproportionately affect children and families of color. To address these concerns, the Child Welfare League of American (CWLA) conducted a forum to examine the impact of the Act on children and families of color and inform the larger national agenda concerned with improving supports and services for this population. This book summarizes the plenary presentations on: (1) the strengths and challenges of families and communities of color; and (2) the Adoption and Safe Families Act intent, major provisions, promises, and concerns. Additional summaries are provided for working group discussions related to front-loading services, kinship care, adoption, and youth-in-care. Among the findings, it was noted that ASFA permanency timelines, its strong focus on legal permanency, and narrow view of "family" were insufficiently flexible and culturally inconsistent for families of color. Recommendations to strengthen supports and services for children and families of color complete the book. A list of conference presenters and CWLA staff as well as contact information is included.
