Abstract | This manual represents a revised version of the original 1999 Idaho Special Education Manual which is a set of guidelines to assist Idaho school districts in carrying out the provisions of the Individuals with Disabilities Education Act (IDEA) Amendments of 1997 and its implementing regulations, which were published on March 12, 1999. Additions to the manual were based on feedback from practitioners across state, parents, staff, stakeholders, and the Office of Special Education Programs (OSEP). A few sections and appendixes were added to provide more direction on requirements that already existed. This edition includes the proposed state temporary rule changes, which will likely become effective July 2003. New sections include those addressing: FAPE (Free Appropriate Public Education) for detained youth; using public and private insurance funds; noncategorical eligibility; and child's status during due process hearing proceedings. Appendixes on the following topics have also been added the manual: Transportation; Performance Goals and Indicators; Standards for Paraprofessionals; and Supervision of Paraprofessionals. (CR) |
