| Abstract | This paper reports findings from the Evaluation of Teen Courts Project, which studied teen courts in Alaska, Arizona, Maryland, and Missouri. Researchers measured pre-court attitudes and post-court (6-month) recidivism among more than 500 juveniles referred to teen court for nonviolent offenses. The study compared recidivism outcomes for teen court defendants with outcomes for youth handled by the regular juvenile justice system. Alaska and Missouri youth referred to teen court were significantly less likely to be re-referred to the juvenile justice system for new offenses within 6 months. In Arizona, teen court may have related to a reduced probability of referral. In these three sites, teen court cases were compared with case outcomes for an average group of young, first-time offenders. Teen court seemed to outperform the traditional juvenile justice process. In Maryland, teen court was compared with a more proactive, police diversion program that provided many similar services and sanctions as teen courts. Youth had to pay restitution, perform community service, and write apology letters. The entire process was managed by the police department. No court appearance was required. Recidivism was slightly higher among teen court cases, but re-offending rates for both treatment and comparison groups were low. Overall, teen courts represent a promising alternative for the juvenile justice system. Appended are data on the sites, participants, and questionnaires. (SM) |
