AbstractThis discussion paper provides background information on credentialing, raises issues in the area of credentialing for out-of-school time programs, and suggests the important decisions that need to evolve in the out-of-school time field. The first part of the paper defines credentials, describes traditional and changing concepts of credentialing and professionalism, and outlines how a career development approach differs from credentialism. This section also examines the elements of credentialing systems (content, access, infrastructure), discusses which credentialed roles would create a career pathway, and suggests some reasons why out-of-school time providers and programs, and the government, might find credentials to be of value. The remainder of the paper explores how the topic of credentials relates to compensation by offering some sample policies and recommendations for further discussion by members of the out-of-school time field. The paper notes that: (1) creating the elements of a credential is a long-term process; (2) credentialing is a compensation strategy, but it does not stand alone as the solution; and (3) credentialing adds a whole new level of actions for the field to take in addition to the ones identified in the past.
