AbstractThis document outlines the existing conditions of school buildings and their vulnerability to natural hazards on the islands of Antigua and Barbuda, and makes recommendations on how to better protect them from these hazards. Profiles of the schools are detailed and the roles and responsibilities of the various organizations concerning construction, reconstruction, retrofitting, and damage repair are highlighted. Also included is an assessment of the types and prevalence of specific natural hazards that can affect the islands and the vulnerability of each school to these hazards. The existing policies pertaining to school buildings and shelters are addressed along with traditional building practice, site selection and specifications, design criteria, maintenance, and community involvement. Final comments explore: (1) the processes in school infrastructure including design, construction, retrofitting, and repair; (2) the organizations responsible for various projects such as retrofitting, design, site selection, and financing; and (3) existing country plans and strategies in disaster planning. Included is a list of recommendations to make school buildings less vulnerable to natural hazards. Appendices contain the mandates related to vulnerability reduction in the education sector and the survey forms used in the building assessment pilot study. (GR)
