Abstract | The University of Chicago's Chapin Hall Center for Children evaluated the progress of the Making the Most of Out-of-School Time (MOST) Initiative in Boston, Chicago, and Seattle. MOST's goals are to improve the supply, accessibility, affordability and quality of school-age care, especially for low-income children; and to strengthen the overall coherence of school-age care as a system. School-age care is defined as organized activities for children ages 5-14, especially for families in low-income communities, that occur during non-school hours, including before- and after-school programs, child care centers, summer programs, sports leagues, tutoring and mentoring programs, and cultural and arts programs. The goals of the evaluation included identifying the attributes/characteristics and supply of school age child care in each city, and assessing the effectiveness of the MOST strategies in each city. The interim findings of the Chapin Hall evaluation show that communities must develop a system that includes: (1) providers that offer direct services to children and families, intermediary organizations, and city and state agencies; (2) long term quality improvement of school-age care programs which includes technical assistance from outside the program, staff support, and parent involvement; (3) the role of private and public sector funding; and (4) the importance of diverse partnerships that bring together schools, community organizations, and the private sector.
