AbstractThe Workforce Investment Act represents a total customer-driven overhaul of the U.S. job training system that will help employers obtain needed workers and empower job seekers to obtain the training needed for the jobs they want. The Department of Labor will implement the Workforce Investment Act in cooperation with the Department of Education. The Workforce Investment Act will rebuild the country's work force development system around several key principles: streamlined services, empowerment of individuals, universal access, increased accountability, strong role for local boards and the private sector, state and local flexibility, and improved youth programs. By establishing comprehensive state and local work force development systems, the Workforce Investment Act will improve the quality of the work force, enhance the nation's productivity and competitiveness, and reduce welfare dependence. Fundamental changes in service delivery include the following: development of one-stop service delivery; provision of a continuum of services for adults and dislocated workers; and availability of core career development, intensive, and training services throughout clients' lifetimes; formula youth programs and youth opportunity grants; national programs for special needs groups; state and local accountability for results; program evaluation based on core indicators of performance; state-negotiated levels of performance; and institution of incentives, sanctions, and technical assistance.
