AbstractThis manual for child welfare staff and foster/adoptive parents is intended to provide guidelines for serving abused and neglected children who are in family foster care and adoption. The first section is on substitute care and permanency planning and offers an historical perspective on substitute care and definitions of family foster care and adoption. Next, the needs of abused and neglected children are addressed, including basic needs of all children, the special needs of children in substitute care, the special needs of abused/neglected children, and the individual needs of children. A section on systems, networks, and teams examines families as systems, the service network, the child welfare agency, and the substitute care team. Discussed in the section on meeting the needs of abused and neglected children are the assessment process, providing a safe environment, coping with regressive behavior, helping children with feelings of loss and issues of identity, and helping children who have been sexually abused. Next, support for foster parents is addressed in terms of foster home retention, training, and associations. Additional sections consider review and monitoring, a blueprint for family foster care in the 1990s, and issues in adoption for the 1990s. A glossary of terms is provided. An appendix lists special training programs for foster and adoptive parents. (Contains 46 reference notes.) (DB)
