AbstractThis document provides materials prepared for and discussed at a workshop to analyze the problems facing Central and Eastern European countries in the management of the vocational education and training (VET) system. Part I gives an outline of the major research findings and reflects the discussions of the workshop. "Management of Vocational Education and Training in Central and Eastern Europe: Outline of Recent Developments and Major Issues" (Olivier Bertrand, Francoise Caillods) focuses on the workshop's four themes: changing the architecture of the VET system; sharing responsibilities and the decentralization process; the role of enterprises and the relationship with the economy; and the instruments required for monitoring and regulation. A workshop paper, "The Process for Changing the Architecture of the Education System in Eastern Europe" (Peter Grootings), suggests a more systematic analysis of modernization and structural reform aspects of educational change is necessary. The second workshop paper, "Improving the Responsiveness of Vocational Education and Training: Flexibility and/or Consistency" (Marianne Durand-Drouhin, Olivier Bertrand), points to tensions in countries between objectives of flexibility in VET and consistency. Part II includes the four quite extensive national research reports: "Questions and Answers in Hungarian Vocational Education during the Transition Period" (Judit Lannert); "Restructuring Vocational Education in Poland within the Context of a Free Market Economy" (Stefania Szczurkowska); "Changing Teaching/Learning Conditions in the Industrial Vocational Training Institutions and Employment Situation of Graduates in Lithuania" (A. Vidimantas Bumelis, Violeta Rimkeviciene); and "Diagnosis of the Estonian Vocational Education System: Indicators for Evaluation and Monitoring" (Reet Neudorf). The country report concerning Estonia is focused on the main indicators for a diagnosis of the VET system. The others deal more broadly with the management and reform of the system. Appendixes include the workshop agenda and participant list. (YLB)
