Abstract | This manual is designed to give public library trustees basic information on the structure of library service in Michigan, with emphasis on the trustees' major areas of responsibility, in order to help trustees understand and fulfill their obligations. In particular, the "Action Checklist" at the end of each chapter is designed to assist trustees in determining what is needed to maximize the overall effectiveness of their institution. Chapters include: (1) "Michigan Public Libraries"; (2) "Trustees' Rights and Responsibilities," including their legal authority, code of ethics, and basic duties, as well as the roles which are fulfilled by other library personnel or auxiliary organizations; (3) "Board Organization and Policymaking"; (4) "Library Planning, Role Setting, and Budgeting"; (5) "The Library Director," with advice on hiring, delegating, and evaluating a director; (6) "Intellectual Freedom"; (7) "Funding"; (8) "Public Relations and Trustees"; (9) "Library Organizations"; and (10) "Miscellaneous Considerations," including concerns of the building and physical plant, the availability of library consultants, library automation, and continuing education for trustees.
