Abstract | This document discusses the uses of educational communications technology in the state of Wisconsin. The report is divided into five parts. Part 1 describes the state and local educational organizational structure in Wisconsin, including the numbers of each type of institution and the students enrolled in their courses or programs. Part 2 examines specific communications technologies available to educational institutions, such as fiber optics, instructional television, satellites, telephones, magnetic media, CD-ROM, and the Internet. Part 3 provides examples of uses of existing communications technologies as well as planned applications. Part 4 discusses recent state legislation relating to the regulation of telecommunications utilities, including planning for the deployment of new high capacity telecommunications equipment and services to educational institutions and grants for telecommunications projects. Part 5 identifies certain federal funds which are available for educational communications technology projects as well as three bills pending before the U.S. Congress relating to the regulation of the telecommunications industry.
