AbstractThis manual presents a process for creating public-private sector partnerships on state and regional levels focused on increasing job opportunities for people with disabilities. The manual's four chapters follow the recommended program planning process. The first chapter offers suggestions for building a cadre of consumer, private sector, and public sector coalition partners. Chapter 2 discusses conducting an environmental assessment identifying the deficiencies in the number and type of job opportunities for specific consumer groups, current and future personnel needs of private sector businesses, the public sector's capacity to meet employment needs, and entrepreneurial aspirations of consumers. Chapter 3 focuses on development of the strategic plan in response to the environmental assessment, including a statement of vision, mission, and plan unique to the state or region and addressing consumer aspirations, private sector needs, and public sector mission. In Chapter 4 the design and operation of business and corporate initiatives are addressed, including the design of an effective business, state, or regional initiative. (Contains 14 references.) (DB)
