Abstract	This paper spells out the specific steps that have been taken and will be taken by the Rutgers University President in addressing the school's undergraduate educational needs for the 1990s. Areas examined include the following: (1) the restoration of balance between teaching and research, including valuing and rewarding teaching; (2) the enhancement and evaluation of teaching, including the development of teaching excellence centers; and (3) the enhancement of learning conditions such as controlling class sizes and scheduling, providing student assistance outside of class, and better resource usage. The paper also points to the need for further examination of the curriculum in the remedial courses and explains the appointment of a university-wide committee to consider three areas of undergraduate education: the basic skills; the general education requirements; and the major. Also discussed is the need to develop a more caring university that concerns itself not only with the intellectual development of students but also with their social development outside the classroom. Finally, the paper explains the responsibilities of a new administrative post, Vice President for Undergraduate Education, whose focus will be to spearhead the changes and initiatives outlined in the paper. The appendix provides summaries of recommendations made in major reports concerning undergraduate education at Rutgers during the prior 5 years. (GLR)
