AbstractThis paper reports on results of three years (1988-1991) of state mandated external reviews of basic credential programs (elementary and secondary) at 33 California institutions of higher education. The review used teams of teacher educators, school administrators, classroom teachers, and other stakeholders to identify common strengths and weaknesses of teacher education programs. Responding to reform efforts, the teams examined institutional documents and interviewed program faculty, cooperating school district personnel, current students, recent graduates, and area employers based on 32 standards of program quality in five categories: (1) institutional resources and coordination; (2) field experiences; (3) curriculum; (4) candidate competence and performance; and (5) admissions and student services. This paper also raises questions about the ability of teacher education programs effectively to answer demands for change in light of limited resources and persistent university values. Policy issues related to the needs of teacher education programs generated by reform efforts are discussed and suggestions are made regarding persistent management problems in difficult times. A list of standards (by category) developed by the Commission on Teacher Credentialing is appended. (LL)
