AbstractThe Florida Model Literacy Program Act of 1987, known as the Florida Adult Literacy Act, committed the state to an organized, systematic, and coordinated attack on adult illiteracy at the state and local levels. The Florida Adult Literacy Plan was developed to implement the provisions of the act and provide a basis for state and local planning with regard to the seven components required: volunteers, local working agreements, coordination of efforts, individualized instruction, program evaluation, recruitment of adults, and parent/family literacy. Strategies for state-level planning were organized according to four areas of work: outreach and marketing, student motivation, delivery of literacy services, and accountability. The Florida Adult Literacy Policy Academy Team, which guided activities to support the plan, emerged as the primary group responsible for directing Florida's multifaceted interagency attack on illiteracy. Seventy local agencies with local adult literacy plans and six state agencies reported accomplishments related to the plan's seven components. State-level accomplishments included development of model noninstructional adult literacy centers and a campaign that stressed literacy as a family affair.
