Abstract | A self-study model used to assess the effectiveness of occupational/technical and transfer programs at J. Sargeant Reynolds Community College (JSRCC) in Virginia is provided in this manual. First, an introduction discusses the intent of the evaluation process and describes revisions of the model which was initially developed between 1979 and 1981. A step-by-step overview of the program evaluation process is presented in section II, which includes a flowchart outlining the sequence of activities and a calendar delineating completion dates. In section III, guidelines for the selection of programs to be evaluated are provided. Next, section IV offers specific instructions for the preparation of the evaluation report, focusing on: (1) data collection, including curriculum information, descriptive program statistics, human and equipment resources, job market analyses, and surveys and external reviews related to the program; (2) analysis of the data; (3) recommendations for program improvement; and (4) report structure. Following a brief discussion of the calendar for the program evaluation process in section V, section VI describes the activities involved in the curriculum committee review of evaluation reports. Appendixes, which comprise the bulk of the report, provide the following: a sample title page format; sources of data elements; guidelines for administering surveys; sample surveys of employers, graduates, high school students, non-returning students, advisory committees, currently enrolled students, and faculty; requirements for associate degrees; curriculum committee evaluation review forms; a sample review and approval form; a history of the development of the JSRCC evaluation model; and criteria for the campus location of programs.
