Abstract | Job Training Partnership Act (JTPA) programs impart job-related skills to economically disadvantaged individuals to improve both their immediate post-program employment and their long-term employment potential. To assess the quality of the training currently provided under JTPA, a study looked at program designs and service delivery practices in 15 randomly selected Service Delivery Areas (SDAs) around the country during 1988 and reviewed the training received by adult participants in 43 different occupational training programs. The objectives of the study were as follows: (1) develop and test operational criteria for assessing JTPA training; (2) identify current JTPA policies, service designs, and implementation procedures, and other long-term training and employability goals; and (3) make recommendations to strengthen the quality of programs and outcomes. Three different stages in the service delivery process were identified: (1) client selection and matching to services; (2) provision of job-relevant instruction; and (3) job development and placement process. Principal findings address SDA practices, classroom training, and on-the-job training. (Seventeen recommendations and 15 references and 3 appendices are included.
