| Abstract | This document begins with an annotated outline of Public Law 96-272, the Adoption Assistance and Child Welfare Act of 1980, which encourages states to prevent unnecessary removal of children from their homes and to reunify foster children with their families. The document discusses reasons for the law's enactment, the law's provisions, its benefits for children with special needs, eligibility criteria, state adoption assistance programs, the federal role in enforcing the law, the nature of the assistance in terms of amounts and duration, and remaining implementation questions such as permanency planning. The second part of the document comprises a survey of literature on the adoption of children with special needs, in which annotations are provided for 25 journal articles and a monograph. A final section offers a more comprehensive listing of resources, providing bibliographic information only for approximately 100 articles, master's theses, conference proceedings, books, book sections, Congressional hearing transcripts, and reports.
